Cultural strategy readiness
An evidence-led readiness review giving New Forest the confidence to shape a distinctive cultural strategy.

New Forest understands that culture plays an important role in local identity, but with local government changes planned, there was concern that local priorities could become overshadowed by neighbouring cities. Extensive engagement had already taken place, so the challenge was understanding what the evidence actually said, identifying strategic opportunities, and deciding what should happen next.
CTConsults undertook a tailored evidence-led readiness review that overlaid asset and activity mapping with funding and investment analysis. We assessed regional policy to ensure that the new cultural strategy would align, and led advocacy to embed culture into wider planning.
The review gave local leaders a stronger evidence base, and greater confidence in future action. This work became the foundation for a second stage programme, supporting and mentoring stakeholders to shape an expanded cultural strategy with a delivery action plan.
