Penzance and Newlyn already had a strong Cultural Partnership in place but wanted a practical Cultural Strategy that could translate shared ambition into coordinated action. The priority was to create a clear roadmap for delivery, demonstrating how culture could generate long-term social, economic and environmental benefits while strengthening support across the wider cultural sector. All within some of the most deprived communities in Europe.

CTConsults combined cultural mapping, stakeholder engagement, public data analysis and comparator research to develop a shared strategic vision and delivery framework. By asking what it truly means to be an ‘art town’, we helped shape a distinctive place narrative that celebrated the area's creative identity while providing a practical framework for investment, partnership working and future growth.

The strategy has helped catalyse more collaborative investment and programming, bringing together culture, heritage and regeneration partners to strengthen Penzance and Newlyn's reputation as a nationally significant cultural destination. It continues to guide the development of ambitious cultural, digital and community initiatives while supporting sustainable cultural tourism in one of the UK's most economically challenged communities.
