A single strategy across two districts, treating culture, heritage and tourism as a connected ecosystem.

Babergh and Mid Suffolk District Councils wanted a single strategy that recognised the combined role of culture, heritage and tourism in supporting thriving places, stronger communities and sustainable economic growth. Rather than treating these sectors separately, the ambition was to develop a shared vision that reflected their collective contribution to the future of the districts.
CTConsults designed a collaborative, evidence-led process that brought together local organisations, businesses and communities to co-produce a shared vision: ‘Set in a landscape of enduring inspiration, we will work together to create distinctive, welcoming, and vital cultural places and experiences that energise our communities, our enterprises and our visitors to embrace the progressive heart of Suffolk.’
The resulting strategy was supported by a co-produced, practical action plan focused on participation, skills, health and wellbeing, partnership working, and sustainable visitor growth.
Since its adoption, the strategy has led to new place-based cultural development roles within the councils, the establishment of local Cultural Networks, £5m of investment in the Food Museum, and further funding for collaborative initiatives across culture, heritage and tourism. It continues to provide a shared framework for investment, partnership working and long-term place-based development across both districts.
